PR Creation

I’ll use the GitHub PR publishing workflow for this: confirm the exact diff, run the required checks before committing, then branch, commit, push, and create the PR.

The worktree is nicely scoped: one change in cmd/entire/cli/root.go, updating the help URL. I’m checking GitHub CLI access now, then I’ll create a codex/… branch before committing.

One note: the first plain local mise run check hit a timezone-sensitive existing test expectation, so I reran under UTC and it passed cleanly.
