e2e: throttle cursor-cli concurrency to dodge rate limits

cursor-cli E2E failures were "Increase limits for faster responses" — account rate-limiting, not a CLI bug. Cap its concurrent test count at 2 (alongside gemini=6, factory=1). Bump if it still rate-limits.
