The budget line carried entire-authored coaching ('pace yourself… a complete report at reduced depth beats an unfinished deep pass') — a depth-vs-time policy instruction, exactly the category of added prompt this branch removes elsewhere. The deadline itself is a harness fact the reviewer is entitled to know; what to do with it is the skill's business. Trim to the fact.
